Andorra is not a memeber of POSTEUROP. Its postal requirements are held jointly by Spain and France. Andorra is a current member of CEPT. PostEurop only recognises stamps issued by members who are members of CEPT.
Well Andorra hasn't its own postal administration. The Spanish and French postal administrations are present in Andorra and fulfill the postal duties. They issue Andorran stamps and each year Europa stamps too. It's untrue that only CEPT members are allowed to issued Europa stamps. PostEurop allows each European country who is also an UPU member to issue Europa stamps.
