In order to celebrate the 25 years of the CEPT, it has been decided to use a common design again as it was the case before 1974.

Note : Even if collectors prefered the thematic issues as it was since 1974, this 1984 issue gave a great visibility to the Europa stamps issue due to this common design. Most stamps issued in late April or early May.
